The city's fiscal officer opened a midyear review with a blunt assessment of Findlay's finances, saying the state auditor's preliminary indicators show "we have a declining unrestricted net assets" and flagged cautions or critical outlooks on multiple measures.
He told council members that rating agencies expect 40% to 50% reserves and that Findlay's minimum policy is 25%. "They wanna know you're headed in a positive manner," he said, urging the council to be able to explain a credible plan to improve reserves and preserve access to affordable borrowing.
The presentation covered multiple revenue and cost pressures, including volatile business withholding receipts and a budgeted operational deficit. The officer recommended closer engagement with the municipal advisor, more disciplined grant review and a citywide contingency plan to address scenarios such as a major employer closure.
