Yreka council authorizes USDA loan application for new $35 million fire station project

Cindy Lynch, municipal projects manager, presented the public informational report required for a USDA pre‑application and application. Lynch said the city has completed planning‑phase deliverables, selected a preferred site (the former supermarket site at 915 South Main Street), and pursued preparatory studies including a Phase I environmental assessment. The proposed facility is roughly a 20,000‑square‑foot, single‑story metal building with pull‑through apparatus bays, living quarters, decontamination areas and administrative offices.
Lynch told the council the overall projected cost is expected to be “around or not to exceed $35,000,000,” including site demolition, grading, construction contingency and soft costs. Council and staff discussed multiple funding avenues: staff has submitted a federal appropriation request for $8,250,000, applied for $3,300,000 in HUD CDBG construction funding, and pointed to Measure V (a 1% local sales tax approved by voters in November 2024) as a dedicated revenue source for construction and operation costs. Councilor McCoy moved to adopt Resolution 2026‑25 authorizing submittal of the USDA application and assigning authorized representatives; Mayor Baker seconded and the resolution passed by roll call vote. Staff will proceed with the application and return with updates as federal and grant responses become available.
