Community development staff delivered a director's report on July 16 detailing the department’s role in Florence’s historic district, recent projects and ongoing programs. Staff described plan and permit reviews, inspections and certificate-of-occupancy responsibilities; they also said the Historic District Advisory Commission (HDAC) continues to review design matters that require building permits. "We will review administratively exterior items that do not require a building permit," staff said, giving examples such as walls under six feet and non-electronic signs.
Staff highlighted completed and ongoing projects including Padilla Park improvements (band shelter and splash-pad updates), roof replacement and structural evaluation at the carriage house, and restoration work at the Silver King. The department described a downtown right-of-way license approach to formalize awning encroachments and ease permitting, and announced a facade grant program funded at $21,000 with a maximum award of $7,000 per applicant to support building-front improvements in the historic district. Staff said the town will pursue code updates (2024 IBC/IFC amendments and local changes) and is preparing to present recommendations to the council in coming months.
