Planning staff proposed a new Land Management Ordinance text amendment to require construction management standards for new development. Missy outlined six areas the amendment would address: noise and hours of operation (aligning with the updated noise ordinance), stormwater and a stormwater pollution prevention plan, refuse disposal and site cleanliness, traffic and construction vehicle parking plans, site-management items (tree protection, portable toilets), and enforcement via the existing LMO enforcement chapter. The amendment would require construction sites to be secured within 24 hours of a tropical cyclone watch or warning.
Commissioners asked how enforcement would be handled; Missy said the town’s code enforcement team and planning staff would handle enforcement. Commissioner Whaley moved to recommend approval to town council; the motion was seconded and the commission voted unanimously.
