Longtime resident tells council he will oppose residential permits without general plan and water study

"Until a thorough water study has been done, I will continue to protest any new permits for residences," Heath said. The chair noted Heath's time had expired but accepted his written statement for the record. No action or formal staff response to his demand for a water study was recorded at the meeting.
