Task force members emphasized phasing options (selecting sites to maximize gallons-per-dollar while minimizing up-front cost), outreach to community groups and staged recommendations back to the board. The task force plans further outreach and will refine the mix of sites and expected phasing to present options that optimize capacity and cost.
