Tampa CRA approves $4.25M realignment, advances FY27 budgets and housing investments

The Tampa Community Redevelopment Agency on July 23 approved a $4,254,558 reprogramming of funds that staff said will be applied across the city’s CRA districts to support redevelopment grants, capital projects and affordable-housing initiatives. Director Cedric McCray told the board that the transfers are part of an annual realignment and recommended the board’s approval so staff can proceed.
“Just asking the board's approval so that we can reprogram those funds and transfer to the realignment for the budget,” McCray said in presenting the item. Board members voted to adopt the change after staff confirmed detailed backup schedules in the meeting packet. The board also asked staff to provide updated single-column budget views and monthly cashflows at the August follow-up so members can better track debt-service and obligations for Downtown projects.
Board members used the budget presentation to highlight district-level allocations: Downtown CRA’s anticipated TIF for FY27 was shown near $29 million with a 30% allocation for affordable housing (about $7.2 million); Channel District estimated about $13 million in TIF with roughly $4.1 million for housing; and East Tampa’s housing line item was reported at about $10.48 million (66% of that district’s budget). Several members requested clearer labeling for existing obligations, including prior commitments to SPP/Water Street and payments to the Tampa Convention Center, and asked staff to show a breakdown of the “debt service” line in August.
The board approved multiple related motions during the session — including moving a staff presentation and continuing agenda item 8 to Sept. 10 — and directed staff to return with the requested budget clarifications.
