Commission presses for faster progress on long-running restoration at 31 Springdale, warns fines possible

Dover’s conservation commission signaled impatience on July 22 with an enforcement matter at 31 Springdale that has been pending for multiple years.
Consultant Doug Dillon told commissioners Cheney survey plans are expected in 2–3 weeks and that he is authorized to speak on the property owner’s behalf. Commissioners and the peer reviewer said they need a full restoration plan tied to the survey and asked Doug to return with the documents; Paul McManus advised preparing a conceptual restoration skeleton now so the filing can be completed quickly when survey grades arrive.
Chair John Sullivan told the consultant the commission has reached the limits of its patience and that if the commission does not see substantial progress within about a month they will consult town counsel about fines and enforcement steps. Doug said he would aim to meet the requested schedule and come back in late August with updated materials. The commission requested direct submittal copies to Paul and urged prompt follow-up.
