Dover approves order of conditions for Farm Street stream-crossing, finds limited disturbance de minimis

The Dover Conservation Commission voted July 22 to approve an order of conditions for a notice-of-intent filing at Farm Street that will allow a short, temporary stream crossing to support soil and septic testing.
Paul McManus, the commission's peer reviewer, told members he walked the site with applicant representatives, revised wetland flags in the field and requested additional documentation and post-work reporting to ensure the work, conducted "in the dry," does not harm adjacent wetland resources. He flagged that the plan currently shows delineated areas only and recommended language clarifying the limits of the delineation and requiring post-construction documentation.
Applicant consultant Chris Radarelli said the work will use a small tracked machine and that planking or plywood over silt socks would be used to distribute equipment weight. The commission debated whether the limited disturbance in the setback constituted an alteration requiring waivers. After discussion, the commission found the disturbance de minimis and voted to issue an order of conditions with nine special conditions and associated findings. The commission recorded unanimous support for the motion.
