Peer reviewer flags driveway, culvert and beaver activity at 138 Pine Street; applicant to consider separate NOI

At the July 22 meeting the Dover Conservation Commission discussed a complex Notice of Intent for 138 Pine Street that the commission’s peer reviewer said will require extra attention to protect adjacent wetlands during demolition and reconstruction.
Paul McManus of Ecotech, who conducted an on-site review, said he and the applicant’s wetland consultant made minor wetland-flag revisions in the field but that his primary concern remained the narrow, shared driveway and an undersized culvert near the pond. "The driveway will need some some attention before you start bringing heavy equipment up and down it," he said, noting beaver activity has substantially blocked a beaver deceiver at the culvert and that the culvert and a deteriorating retaining wall should be addressed before major construction.
Andrea Kendall of LEC, representing the applicant, said Brian Nelson is updating the plans and the team believes it is more practical to submit a separate NOI focused on driveway reinforcement and construction-phase protection because the driveway crosses two properties. Andrea said the updated approach would allow for construction-level protections and later implementation of permanent improvements, such as paving and stormwater controls, to reduce gravel migration toward the pond.
Commissioners asked for reinforced erosion-control details and reminded the applicant that revised plans need to be submitted at least one week prior to the next hearing for staff review. The commission did not take a vote; staff and the applicant will coordinate for a future submission and continuance request.
