Council considered two engineer-vetted options to address hazardous left turns into a car wash on Burlington: fully close both medians at 20th and 21st, or close 20th and leave a channelized, protected turn from southbound Burlington at 21st.
Public works and engineering staff said MoDOT requested vehicle-turn and U-turn calculations before final approval and that their engineers believe the channelized southbound turn can be supported if MoDOT allows a U-turn access pattern. One council member said closing the 20th median and leaving a channelized 21st turn was acceptable if the U-turn access is permitted. The council gave staff direction to pursue that design and take it forward to MoDOT for final sign-off.
