Tampa council adopts 2027 Annual Action Plan allocating $11.45 million in federal entitlement funds

City staff presented Tampa’s annual action plan, the fifth year of the city’s five-year consolidated plan, detailing how federal entitlement funds will be allocated across community development, housing and homelessness programs. Michelle Boone (presented on the record) told council the city’s entitlement allocation for the coming program year is $11,445,497 (plus state SHIP funds), and summarized eligible programs and priority needs: homeowner assistance, acquisition/construction, rental assistance, public facilities and homeless assistance.
The plan is part of the federally required process (two public hearings and a 30-day public comment period). Staff said 97% of the city’s ESG allocation is proposed to be allocated to the Tampa Hillsborough Homeless Initiative for distribution through the Continuum of Care. With no public speakers on Item 1, Councilman Maniscalco moved the resolution and the council approved the motion by voice vote to move the resolution forward.
