Staff described eligibility criteria including a tax value roughly around $50,000, owner age 62 or older (or a qualifying family household), HUD area median income below 80%, and homes built before 1978 where lead hazards could be present.
Program details provided to commissioners indicate that the county's home inspector and rehabilitation inspector will determine whether at least $5,000 in repairs are needed and that the county will record a deed of trust for five years. Staff said the $40,000 becomes forgivable after five years if the homeowner does not sell the property during that period and that they have applications available for interested residents.
Commissioners were asked to help spread word of the program and staff offered to share application materials with board members and local offices.
