Council approves ordinance changing Airport Authority voting membership and appoints two residents

City Manager Regina Goff introduced Ordinance 2609, which staff prepared to conform Airport Authority voting membership to recent state statutory changes. Goff said she provided the mayor and city attorney the proposed ordinance and the statutory reference (KSA 27-319) and noted House Bill 2769’s changes that require voting members for taxing-entity boards to be jurisdiction residents. "The statute... changed that if you're on a taxing entity board, you have to live within the city municipality," she stated.
Commissioners moved, seconded and approved Ordinance 2609 by voice vote. Immediately after, the commission considered appointments from among city-resident applicants. Terry Williamson was nominated and appointed in the first motion; Ryan Lunt was nominated and appointed in a subsequent motion after discussion about board composition and pilot representation. Commissioners noted two previously appointed members would remain in advisory, nonvoting roles per the statute.
What happens next: the ordinance takes effect as adopted and the authority will seat the newly appointed members; staff will maintain advisory memberships for the two members ineligible to vote under the statute.
