The motion carried after discussion and an amendment by the mover to add the contingency.
Staff noted the grant funds are intended for preliminary design, geotechnical and permitting readiness, with construction requiring further funding applications and permitting actions. The board directed staff to document the contingency and monitor progress toward the access agreement.
