Planning staff outlines timeline for Comprehensive Plan EAR and update

Planning staff briefed the board on the Evaluation and Appraisal Report (EAR) for the Keystone Heights Comprehensive Plan and proposed a timetable for review and adoption steps. Staff recommended reorganizing goals, objectives and policies; adding a water supply facilities work plan as an appendix; updating future land use maps; and deleting completed policies. Staff also noted the airport and cemetery are not in city limits.
The packet listed a proposed schedule: review goals, objectives and maps in Sept-Oct 2025; revise future-use categories in Nov-Dec 2025; prepare a Draft EAR and Draft Comprehensive Plan in Feb 2026; hold the Planning and Zoning hearing in March 2026; and transmit to City Council in April 2026. City Attorney Rich Komando suggested moving the joint workshop to October; City Manager Charlie Van Zant proposed monthly Planning and Zoning meetings and Mr. Wright suggested the second Monday of each month to accommodate scheduling.
Mr. James Booth, identified as City Engineer, asked staff what preparatory steps the board should take prior to the workshop; staff recommended that members review maps and goals to be prepared for the joint workshop and subsequent review steps.
