The Key Colony Beach City Commission voted unanimously Oct. 24 to award the City Hall construction contract for ITB 2025-06 to Pedro Falcon Contractors and to adopt Resolution 2025-12 formalizing the award. Vice‑Mayor Doug Colonell moved to approve both the award and the resolution; Commissioner Kirk Diehl seconded, and a rollcall vote recorded five yes votes.
Assistant City Attorney Scott Black explained the purpose of Resolution 2025-12 and confirmed the Commission had authority to finalize the award. Mayor Freddie Foster read the bid tabulations on the record and identified Pedro Falcon Contractors as the lowest bidder. The official minutes record "unanimous approval" for the motions to approve the award and to adopt the resolution. Mayor Freddie Foster later thanked the Commission and singled out Vice‑Mayor Colonell for his work on the project.
The Commission’s approval followed the Bid Review Committee’s earlier recommendation and the inclusion of Committee minutes in the agenda packet. Commissioners noted that contract language and certain line‑item deducts will require clarification during upcoming negotiations. CPH Architect Brandan DeCaro, present at the meeting, later expressed gratitude for being awarded the project.
