Council donates spare culvert pipe to Smoky Hill Township to help Cow Creek flows
Summary
Following Phase 1 of the Cow Creek project, the city agreed to donate up to 132 feet of 36-inch corrugated culvert pipe and end sections to Smoky Hill Township to help address an undersized downstream box culvert and improve flow north of town.
Staff explained that Phase 1 of the Cow Creek Project reestablished grades and removed silt north of the city limits but left a transitional dam at the project boundary that causes temporary backup for two to three blocks after rain events. Survey work with the adjacent landowner indicated that additional grading and measures on the private property could aid flows north; staff also noted an undersized county-installed box culvert on Wheatridge Road that is prone to overtopping during larger events.
To assist downstream flow without city-led construction outside city limits, staff proposed donating up to 132 feet of 36-inch corrugated metal culvert pipe and end sections (removed from Garfield Street during the Garfield Drainage Project) to Smoky Hill Township to be installed adjacent to the undersized box culvert on Wheatridge. Council approved the donation by a 6-0 vote.
