Lindsborg agrees to buy 3 MW from NextEra solar through KMEA, 30-year PPA approved

The Lindsborg City Council voted 7-0 on Nov. 18 to allow the city administrator to execute a 30-year purchased power agreement (PPA) to buy 3 megawatts of capacity from a NextEra large-scale solar project via the Kansas Municipal Energy Agency (KMEA).
KMEA General Manager Paul Mahlberg presented an overview of the city’s purchased power portfolio, saying it is expected that 2026 "will be the beginning of significant increases in the market with capacity purchases increasing, coal generation decreasing, load growth increasing, and penetration of renewables coming online." Mahlberg and staff described the NextEra facility as a 200 MW project that will include 90 MW for KMEA member cities; Lindsborg would buy 3 MW to diversify its energy portfolio.
Councilmember Andrew Smith moved to authorize City Administrator Kristi Northcutt to execute the PPA with KMEA for three megawatts under the terms presented and adopt Resolution 09-2024; the motion, seconded by Councilmember Rebecca Van Der Wege, passed by roll call vote 7-0. Meeting materials state the PPA would be a 30-year commitment, consistent with other KMEA member contracts.
Council did not attach additional conditions to the authorization; staff will return or file contract documents as required by city procedure.
