Staff reported that the City Hall roof has reached the end of its service life, with leaks, soft fiberboard, and failing gutters causing water infiltration into walls and the basement. Four contractor quotes were presented, ranging from about $32,875 to $77,939; staff recommended Ryan Roofing Inc.'s fastened or heat-welded TPO replacement for $42,118 and an optional $700 for downspouts. Staff also said they had contacted the State Historic Preservation Office regarding a 25% historic tax credit for qualified expenditures should the project exceed $5,000.
Councilmember Kirsten Bruce moved to approve Ryan Roofing's quote and Councilmember Andrew Smith seconded; the motion passed 6-0 by roll call vote. Staff will proceed with roof replacement and pursue potential SHPO historic tax credits to offset eligible project costs.
