Council hears staff proposal to regulate shipping containers used for storage

Staff said the City has no current code language for shipping containers and estimated there are approximately 20 containers in town, not counting two approved container homes. Staff recommended a permitting process requiring mapping of location, intended use, and the temporary or permanent nature of the container, and said the ordinance would align container placement with existing zoning rules.
Staff noted some containers are rusted or dented and in some locations constitute a public nuisance; they recommended defining “shipping container” in the City Code to remove terminology ambiguity. The presentation cited examples of other Kansas cities with existing container rules (Independence, Norton, Wathena, Desoto, Mound City) and asked council for direction to prepare a draft ordinance for a future first reading. No formal action was taken at the informational hearing.
