Sutherlin council votes to seek design bids for Nonparell fish-ladder repair

Following presentations from city staff and Oregon Fish and Wildlife, the Sutherlin City Council voted to authorize staff to issue a request for proposals (RFP) for design and cost estimates for repairs at the Nonparell diversion dam and fish ladder.
Aaron Swan (city staff) summarized the problem and recommended issuing an RFP to obtain accurate costs and a design team. "Until we get that RFP we don't really know that for sure," Swan said, describing his preliminary estimate of about $2 million. The motion was made, seconded and approved by roll call; council will return to consider hiring and any construction awards once the RFP process identifies a bidder and final scope.
Council members emphasized seeking state and federal funding and using technical assistance from Oregon Fish and Wildlife during design. The decision at this meeting was limited to authorizing procurement of design services; no construction contract was awarded.
