Commissioners set public hearing on up-to-$25M bonds, approve leases, appointments and surplus-property sale

Eric Grady, standing in for the finance director, presented a preliminary resolution to begin the county's process for limited obligation bonds Series 2026A and 2026B "in an aggregate principal amount not to exceed $25,000,000." The resolution makes required statutory findings, engages the financing team and sets a public hearing for Aug. 3 at 6 p.m.; commissioners adopted the resolution.
On facilities matters, Gene Hodges presented draft three-year lease renewals required by statute for county-owned space used by the Department of Adult Correction, Division of Community Supervision; he said these are "$1 leases for the term of the lease" covering multiple county sites and the board authorized execution.
The county attorney reported sale of county-owned surplus real estate on Church Road: the initial and only bid was $10,000 and the board approved closing the transaction. The attorney also presented a termination of Trillium's lease on a building located on the CarolinaEast Medical Center campus; commissioners approved termination and discussed the hospital's plan to demolish the structure as part of campus plans.
Finally, the board handled appointments: William Trawick was nominated and appointed to the Craven County Planning Board by acclamation and Sue Arthur was reappointed to the Fire Tax Commissioners Board (Township 6). The meeting closed with scheduling a short recess and a unanimous vote to enter closed session on personnel.
