The City Council adopted Resolution 2 (2026) appointing the city manager as the city's budget officer for the budget cycle.
Staff explained Oregon local budget law requires a budget officer be appointed by the council or designated by charter for each budget cycle. The city manager presented the recommendation and said the proposal is consistent with prior practice: "what you have before you is a recommendation to appoint me city manager as our budget officer," the manager said. Council moved and seconded the resolution; Cicely called the vote and the record shows seven ayes, no nays.
The action gives the city manager formal authority to prepare and file the budget documents required under state law for the coming budget cycle.
