"A lot of financial institutions will not back development without adequate parking," Jason said, explaining why the current master plan and proposed building‑integrated parking remain central to getting projects financed. He also described an Outlot 9 parking arrangement being negotiated and said the city had reviewed an example agreement from Altoona as a template.
On the marina and piers, Jason said the design has shifted to perpendicular docks along the shoreline and staff is proposing about 70 slips. He told members the city currently maintains a waiting list of approximately 185 people and that Parks must clear historical research, mussel‑bed and navigational checks and an awake‑zone determination before proceeding.
Staff also described a geotechnical constraint on Lot 12 in which buried concrete would cost "well over $1,000,000" to extract; staff said the RDA’s guidance has led to a net gain of about 10,000 square feet of development value by shifting surface parking and building footprints.
