Commissioner (speaker 2) explained the committee recommended extending the award termination to August to restore the standard one‑year performance window. The amendment does not change the award amount, matching requirements or eligible expense categories. "So it's strictly resetting the clock from August 11 to August 11," the commissioner said. Directors approved the amendment by roll call; the board noted expenses incurred between the originally intended start and the actual execution date remain out of scope and will not be reimbursed.
