Commission discusses steering committee, consultant scope and funding to draft ordinance

Commissioners discussed forming a steering committee to draft data-center ordinance language and recommended including county commissioners, planning commission and board of zoning appeals members, the planning director, utilities representatives, fire department staff and citizen participants. Deborah Lazier described the steering committee as "the working group to get that first draft out" and said nonvoting technical advisors were useful in other counties.
On contracting and funding, Lazier recommended a fixed fee for drafting the ordinance with a per-meeting fee for in-person participation and phased payments tied to deliverables (half at first draft, remainder at final draft). Commissioners noted the planning commission typically holds such contracts but that funding may require county or joint-council support and that communities should set thresholds for when an RFP or advertisement is required.
