Council members emphasized the need to stay shovel-ready and to sharpen estimates if state funding is reduced; the manager cautioned that the city’s application for a possible $50 million share was uncertain given reduced statewide funds and that staff expects to know more within six months. The council moved and approved Amendment No. 10 to align the Jacobs contract to the state's timeline and deliverables so design work can progress to the next phases and the city can procure consultants to move from 10% toward 30% design.
