Lindsborg council adopts revenue-neutral 2025 operating budget

The Lindsborg City Council voted 8-0 on Sept. 16 to adopt the City of Lindsborg’s 2025 operating budget, keeping the mill levy at a revenue-neutral 53.676 mills.
Staff presented the final budget and noted the McPherson County Clerk’s Revenue Neutral Rate of 53.676, which would generate the same property tax revenue as 2024. By comparison, the 2024 mill levy was 55.000 mills, which produced $1,689,329 in property tax revenue. Councilmember John Presley moved to adopt the budget and Councilmember Andrew Smith seconded; the motion passed by roll call vote, 8-0.
City staff said an error discovered in the August draft budget permitted modest additions without increasing the mill levy. Officials also said the council will receive monthly financial Key Performance Indicators (KPIs) to track tax-supported and enterprise funds through the year.
Mayor Clark Shultz praised staff and council for not exceeding the revenue-neutral rate and noted the budget “allows the city to continue its reputation as a place that people choose, while also being mindful of the taxpayers.”
The budget maintains current service levels and funds planned capital improvements through 2029. Additional monitoring and staff reports were described as part of routine oversight; the council did not authorize any new permanent tax increases at this meeting.
