Discussion focused on how to determine whether haulers pick up waste from in-district customers and whether commercial operations from nearby plantations or out-of-state vehicles should pay a fee.
Members suggested improved signage, a sticker program for authorized users, periodic spot checks and possible scale or weigh-station options as longer-term solutions. The board voted to accept the ordinance with edits and to forward it toward an ordinance public hearing and potential November warrant placement. "This allows you to schedule fees annually... you could have that discussion after you decide whether the rest of this is appropriate," staff said. The board also discussed reuse at the community 'Bargain Barn' and whether immediate-resale behavior should be discouraged by policy.
