Chesterfield County staff told the board the county maintains published pretreatment criteria and a network of pretreatment facilities that can accept industrial flows if those flows meet county limits. "We revoked their permit," County staff member said, describing prior enforcement action after untreated leachate caused high ammonia and fouled the county wastewater treatment plant.
County staff said multiple municipal pretreatment facilities exist and that, if a split-flow plan shows some leachate can be made to county specifications, those flows could be piped into the county system with pretreatment — but it would not be free: the generator/operator must pay for pretreatment and acceptance. The county also described the process for citizens to direct technical questions to county contacts for detailed sample interpretation.
