Virginia approves emergency funds for Shoesmith Landfill stabilization

State environmental officials on Monday told the Chesterfield County board that the General Assembly placed $10.6 million in the FY27 budget to address urgent work at the Shoesmith Landfill, and that DEQ also has limited authority to use additional emergency and monitoring funds if needed. "The powers that be in the General Assembly ... determined that we could have $10,600,000 for this 1st fiscal year, FY27," DEQ Director Mike Roban said during the meeting.
Roban said the FY27 allocation is intended to fund immediate measures: completing the landfill cover, upgrading collection systems, trucking leachate to permitted treatment facilities and continuing site testing while a longer-term plan is developed. He added DEQ has authority to spend up to $3.0 million from an emergency fund and may request roughly $1.6 million more in monitoring funds with additional approvals. DEQ will report annually on the use of these funds to the governor and legislative appropriations chairs.
