West St. Paul EDA adopts agenda, approves minutes and adjourns after routine business

At its Feb. 23, 2026 meeting the City of West St. Paul Economic Development Authority adopted the agenda, approved Jan. 12 minutes and adjourned after approving a commercial exterior grant. All recorded motions passed by unanimous recorded votes (6-0).
The City of West St. Paul Economic Development Authority convened at 7:02 p.m. on Feb. 23, 2026. President Dave Napier called roll; present were Commissioners Wendy Berry, Lisa Eng-Sarne, Doug Fromm, Robyn Gulley, John Justen and Junior Commissioner Elise Moga. Commissioner Pat Armon was absent.
In routine business the board adopted the meeting agenda on a motion by Commissioner Doug Fromm, seconded by Commissioner Wendy Berry; recorded vote was 6 ayes and 0 nays. The EDA then approved the Jan. 12, 2026 meeting minutes on a motion by Commissioner John Justen, seconded by Commissioner Robyn Gulley, again 6-0. The meeting adjourned at 7:11 p.m. following the vote to approve a commercial exterior grant for 883/885 Smith Ave S.
