Council orders levies for residential streetlight districts after staff audit finds billing and reserve issues
Summary
Yuba City confirmed FY26–27 levies for residential streetlight maintenance districts in the Walton and Terre Buena areas. Staff reported Walton’s reserve is negative, that the districts were formed under county jurisdiction without COLA provisions, and that field verifications and audits are underway.

Public Works staff told the council the residential streetlight maintenance districts were formed while under county jurisdiction and do not include cost-of-living adjustments, leaving some districts out of step with current costs. "Walton area, revenue has begun to exceed the expenditures, and the reserve fund for Walton area is in the negative," Wolf said, while Terre Buena remains within budget.
Staff reported internal audits and field verification of streetlight assets and billing, and recommended the council confirm the FY26–27 levies so operations can continue. The council opened the public hearing, heard no comments, and adopted the resolution confirming the levies for the Walton and Terre Buena residential streetlight maintenance districts.
