Council confirms levies for Landscape and Lighting Districts 2–4; staff cites planned pruning and reserve drawdowns

Public Works Director Josh Wolf briefed the council on Districts 2–4, explaining that some districts include cost-of-living adjustment provisions while others do not and that this year’s actions reflect both routine levies and reserve management for planned pruning work. "All districts shown are receiving increases in annual levy due to budget need and inflation increase," Wolf said, and he noted that some of the work this year will be funded by drawing down existing reserves.
Council asked about historical formation dates and typical starting levels; Wolf said formation for some of these districts occurred in the late 1990s to early 2000s and that historical engineer reports included more factors such as COLA language. The council opened the public hearing, recorded no public comments, and adopted resolutions confirming the FY26–27 levies for Districts 2, 3 and 4 (unanimous vote).
