Council approves annual levy for Landscape Maintenance District No. 1 after resident concern about maintenance

Public Works Director Josh Wolf told the council that Landscape Maintenance District No. 1 is running negative reserves because the original assessments (set in 1990) lacked a cost-of-living adjustment. "At this point, we are in a negative fund balance," Wolf said, presenting options including adding COLA provisions or canceling the district and finding alternative funding.
During the public hearing, resident Jeanette Miller Crandall asked why maintenance appears thin and whether the city contracts with private agencies for landscaping; Wolf and staff said the city contracts with an outside agency for much of the work and recommended follow-up with public works for specifics. Council member Shaw moved to adopt the resolution confirming and ordering the annual levy of assessments for FY26–27 for District 1; the motion passed unanimously.
