Council adopts CDBG 2026–27 action plan after staff outlines priorities for $653,000 allocation

City staff presented the Community Development Block Grant (CDBG) 2026–27 annual action plan and asked the council to adopt a resolution authorizing staff to submit required documents to the U.S. Department of Housing and Urban Development. "This year, the allocation is that 653,000 number," Administrative Analyst Shannon Sardo said, adding that 20% of funds may be used for administration and that no more than 15% of the allocation can be used for public services.
Sardo said the city received 12 applications requesting about $3.4 million and proposed prioritizing a $150,000 refrigeration upgrade for the food bank, code-enforcement illegal disposal abatement, annual ADA sidewalk and public-facility improvements, and a home-repair program for seniors and people with disabilities. The council opened the public hearing and heard no public comments. Vice Mayor Pasquale moved to approve the action plan and Council member Shaw seconded; the motion passed unanimously and staff was authorized to submit the plan to HUD.
