At the June 8 work session the council and staff reviewed Draft 5 of proposed amendments to the Unified Development Ordinance (UDO) that would establish a Heavy Industrial (HI) zoning district and add standards for data center developments. Discussion covered setback and buffer options adjacent to residential, institutional and environmentally sensitive areas, noise monitoring and reporting standards, construction and infrastructure requirements, and decommissioning procedures for long-term site use.
Council generally supported aligning the proposed regulations with existing UDO provisions and state requirements and favored using development agreements to set project-specific obligations and enforcement measures. Staff were asked to refine language on setback measurements, environmental buffers, noise standards, infrastructure guarantees, reporting requirements, decommissioning assurances, inspection standards and fee structures before Draft 5 is released for public review.
