Council adopts cooperative agreement with Avon to pursue Mills Road resurfacing

Council moved to dispense with the third reading and adopted Ordinance 2026-70, authorizing the mayor to enter a cooperative agreement with the city of Avon for asphalt resurfacing of Mills Road. The mayor explained time is of the essence and said Avon decided to proceed with its portion of the road; the ordinance includes authority for the mayor to sign an agreement enabling North Ridgeville to join if the opportunity remains.
"There is still a small chance that we could partner with them after they receive their bid, but it makes it more complicated and less likely to happen," the mayor said. Council and staff added the emergency clause to try to accomplish paving this construction season and recorded the motion and roll call adopting the measure.
