City engineer reports Avon-Belden roundabout cost increase to $3.25 million; council asked to consider emergency reappropriation

"Today, I have the total project cost at 3,250,000," the City Engineer said, explaining the lowest bid was $2,630,000 compared with an earlier engineer's estimate of $2,020,000. She said the city plans to seek ODOT construction funding (approximately $1,170,000), has $86,000 in safety-related support, and was planning to earmark two years of NOPEC grants. That combination leaves the city's share at roughly $1,995,000, the engineer said, and she asked council to consider the emergency clause at the next reading to allow rebidding on a tight schedule.
The engineer also said water-main replacement for the project is not covered by ODOT and would cost about $550,000, which the city would pay fully from local funds. She noted construction administration and inspection proposals were priced at about $290,000 (not-to-exceed) and that contingency and proprietary lighting allowances were included in the revised estimate.
Council asked whether additional ODOT funds might be available; the engineer said safety funding is reviewed annually and the city may be considered if funds become available but there is no guarantee. The council did not adopt the roundabout budget at this meeting but members were asked to consider emergency action at the next reading to keep the procurement schedule on track.
