Council authorizes up to $30,000 change order to add Olalla Meadows water hookup during road work

The Toledo City Council voted to authorize the city manager to negotiate and execute a change order to install approximately 30 linear feet of an owner-supplied water line for the Olalla Meadows project at a not-to-exceed cost of $30,000, with the condition that Northwest Coastal Housing reimburse the city for the expense.

Staff told the council the work would be performed while the road is already open and under construction to avoid a later, more disruptive mobilization. The city manager said the contractor had "quoted us, Trench Line in this case, approximately $28,000" to do the additional work, and the council approved language authorizing the city manager to agree to terms and execute a reimbursement agreement. A motion to add the business item to the agenda and the subsequent authorization both passed by roll call.

Councilors discussed two pathways to reimbursement: an invoice after the city has incurred the costs or an advance deposit from the developer. The council also required that any final agreement include a firm reimbursement commitment from Northwest Coastal Housing before execution when feasible. The council took the action to avoid losing the opportunity while construction crews are already mobilized.
