Executive branch says Viva White Oak TIF will pay infrastructure, not hotel construction

Councilmember Sales asked whether a hotel constructed in the new Viva White Oak TIF (tax increment financing) district would be subject to an LPA if the hotel itself were not financed with TIF proceeds. Mr. Hartman Espada, representing the executive branch, said the TIF as envisioned is intended to pay for infrastructure costs such as grading and streets and not to contribute to hotel construction.
"The TIF District as envisioned for Viva White Oak is intended to pay for infrastructure costs for grading the site, for putting in the streets and the public infrastructure. It's not envisioned to contribute towards the construction of a hotel or conference center," Hartman Espada said. The staff presenter confirmed the distinction and said whether a project is part of the TIF financing will determine LPA applicability.
Committee members requested further clarification in writing and asked staff to confirm how future projects built within the district — but not financed by TIF dollars — would be treated under the bill before the measure reaches the full council.
