City manager previews work session items and reports conditional finance director offer

Separately, staff reported they had extended a conditional offer of employment to a finance director candidate and the candidate accepted; the hire is now subject to background and reference checks before the city will release further candidate details. The city manager said he will provide more information once the vetting process is complete.
