Airport runway project stalled by added contractor costs; FAA may help cover increase

City Manager Mark Westhoff updated commissioners on delays to the airport runway project caused by a gas-line reroute and higher contractor return costs. He said the gas-line relocation is complete but the contractor's updated cost to remobilize was "considerably higher than we were expecting," and staff are negotiating with the contractor, the city's engineer and the Federal Aviation Administration about a change order and cost share.
Westhoff said the FAA funds 90% of the original project and has indicated it is open to participating in the change-order discussion; if negotiations succeed and frost conditions permit, the contractor could restart in April and aim to complete work by June. Staff said the remaining work is base layer, paving, striping and FAA-required testing.
