City Manager Mark Westhoff told commissioners the change is procedural under state law: "we will need to complete an amended budget to submit to the state to let them know that we're going over our budgeted expenses for 2025," and he said both funds have adequate balances so the amendment will not affect ad valorem taxes or utility rates. The public hearing opened at 4:51 p.m. and closed with no public comments.
Commissioners asked clarifying questions about whether the amendment covered only this year's expenses and whether the city had addressed processing costs for 2026; Westhoff said the planned 2026 processor will handle fees off-books so the issue should not recur. A motion to adopt the amendments passed on a roll-call vote with all members recorded in favor.
