Planning staff presented a voluntary annexation petition from Woodstock Supply for parcels on South I‑90 Service Road and recommended the commission advise City Council to approve the annexation.
Planner Michelle Clavnat told the commission the petition follows a previously approved annexation agreement and that the company is seeking water and sewer connections for buildings recently added to the property. Clavnat said the request meets the city's criteria for voluntary annexation, noting the parcels are contiguous to the municipal boundary and that there is an existing out‑of‑city service account for 4705 South I‑90 Service Road. She also referenced a prior municipal moratorium on additional out‑of‑city water connections ("resolution 17 12, on 05/16/2017").
Commissioners discussed zoning and staff noted adjacent properties are already zoned general light industrial, so the proposal would not be spot zoning. Commissioner Erwin moved that the commission recommend City Council approve the annexation; Kristen Levine seconded. Chair called a roll‑call vote and the motion passed with all members present voting yes.
The commission's recommendation will be transmitted to City Council for final action; the staff report noted the city may reassign addresses in the future and reminded members that the South Dakota Department of Transportation maintains the adjacent service road.
