Policy committee debates adding parents and staff to policy subcommittee, takes no action

The policy committee considered a New Hampshire School Boards Association recommendation that the district adopt a version of BFDA/BDFA requiring policy committees to include parents, guardians and staff as nonvoting participants. The chair said the NHSBA memo suggested adding "other principal stakeholders, namely parents, guardians, and staff members," but noted the district could instead update its existing BGAA policy to achieve the same effect.

Committee members raised selection and vetting concerns about appointing unelected participants. One member asked whether the district had any system for non‑board appointments and how those appointments would be made; the chair replied that nonvoting members "may be determined or appointed by the committee" but emphasized the committee should avoid ad hoc invitations that could be perceived as favoritism. The chair suggested inviting the superintendent’s planned parental advisory board or convening ad hoc task forces or workshop‑style meetings to bring experts to the table rather than creating permanent unelected seats.

The committee did not adopt the NHSBA template at this meeting. The chair marked the item "no action" and said the committee would revisit drafting options and return to the matter at a future policy meeting after reviewing sample language from comparable districts.
