Cook Council awards Little Fork River sanitary-sewer contract to 2EZ, Inc. for $371,218

The Cook City Council voted June 10, 2026, to award the Little Fork River Sanitary Sewer Improvements contract to 2EZ, Inc. dba Zig's Mainline Excavating for $371,218.00, following a recommendation from Bolton & Menk engineer Josh Stier.
Stier told the council that three bids were opened electronically on May 28, 2026: 2EZ, Inc. at $371,218.00; Utility Systems of America at $494,306.00; and Viita's Excavating at $569,725.99. Bolton & Menk's engineer's estimate was $402,750.00; the lowest bid was about 7.83% below that estimate, and Bolton & Menk judged 2EZ, Inc. qualified based on past performance.
Engineer Josh Stier said the project is expected to start in late summer or early fall, that pre-cast manholes are currently estimated at four to six weeks for delivery, and that a performance bond will be required of the contractor. Maintenance Supervisor Tim Lilya asked whether a bypass plan for the sewer-lining portion of work had been submitted to the Minnesota Pollution Control Agency; Stier said no bypass plan has been submitted yet and that he will coordinate with Lilya before submission.
Councilor Liza Root moved to accept Bolton & Menk's recommendation and award the contract to 2EZ, Inc.; Councilor Jody Bixby seconded. The minutes record: MOTION CARRIED.
