ODOT KPM report flags declining bridge condition, delays in project timeliness and rising serious injuries

Presenters told the committee the KPM review is required by the legislature and is intended to highlight where ODOT is on a small set of high‑level measures. Staff identified four areas of concern that are off target and worsening: bridge condition, construction projects on time, fatal/serious injury rate, and DBE utilization.
The statewide capital program engineer reported that the agency's goal is to keep 78% of bridges above distressed condition and that bridge condition declined in 2024; staff said a combination of reduced investment, aging bridges and increased corrosive effects from deicing products and extreme weather are contributing factors. On project delivery, staff said ADA curb‑ramp work and right‑of‑way and utility timing have driven construction completion delays. Amanda Peetz, who framed the measures, said safety remains the agency priority and that while fatalities dipped slightly in 2024 and into 2025, serious injuries have risen notably and the agency is digging into possible causes including polysubstance impairment and demographic shifts.
