Staff also said Bill 2,525 would change the procedural method used for executive regulations from "method 1" to "method 2," giving the County Council a formal opportunity to weigh in on pilot regulations. Staff recommended a technical amendment to align the local definition of "authority" with the Maryland housing code and to remove wording that did not appear in state law.
Council members emphasized the need for clear, consistent guidance so affordable housing providers know the criteria and administrators know how to apply them, and staff agreed to pursue updated regulations and technical drafting corrections prior to full council consideration.
